me which I received from my bank in the USA. They were all genuine
dollars, each with the same value regardless of the date they were

I have a European Category A (unrestricted motorbike) licence. To drive a large motorbike in Viet Nam, I have in the past held a Vietnamese driving licence and been a fully participating member of the District 10 Motorbike Club. It was never possible for a foreigner to own a large motorbike. However, today I see large motorbikes with NN number plates, suggesting that foreigners may own large motorbikes.

Dear Madam,
In regards to Viet kieu (Overseas Vietnamese) owning houses here, could you please tell me what is needed to obtain a land-use certificate and housing title? My understanding of the Decree covering the issue is that you must have a Viet Nam exemption certificate in your passport and a valid stamp from Immigration Office for three months or more, which we have.
